Admittedly, their circumstances didn't promote relationships or desire, but there's been nothing in their time together to make Light assume L wishes for a carnal relationship with anyone. Admittedly, he's seen that this world has changed L in some ways. The fundamentals are still the same, but a year and a half in a world as extreme as this is going to have an impact on most people. Light is also unaware of any outside interference that would have stopped L's desires back home.
The explanation isn't as much of a surprise as it would have been if L said Niles was right, but it's also not an explanation Light expects. If his words are true, and L isn't above lying, then he used Light's face because he was lonely. In those time, in a world where most people were strangers, it was Light's face that helped fight the loneliness, if only a little.

The question concedes a little. If this was something done in his own home, it will still need to stop, but it will hold less weight than if 'Light' had been walking around in public without control from the real man himself.
